Chief Information Officer

Summary:

The CIO will be responsible for developing the company’s technical vision and managing the IT staff to deliver on this, effectively deploying and managing technology to support Fonkoze’s business strategy.  This includes overseeing enterprise, branch, and desktop software applications, enterprise architecture, support services, and network infrastructure.  Other responsibilities include supervision of all hardware, software, and equipment purchases and maintenance along with disaster recovery planning and IT .  The CIO will ensure that the technical infrastructure behind the applications used by the organization enables and suppots department policies, processes, and procedures enabling them to operate effectively.  S/He will be responsible for the future technological innovations and the development and implementation of Fonkoze’s IT strategic plan.

As Fonkoze embarks on several significant IT projects, the position will also require a hands-on approach along with strong project management skills and a track record of delivering complex technology projects on time.

Essential Duties and Responsibilities

  1. Establish and execute programs and provision of capital required by the business, including negotiating the procurement of capital and maintaining the required financial arrangements.
  2. Supervise the production of the annual budget for the company; review, refine, and implement the system for the strict control of and adherence to the budget, and the report monthly on the outcome of the budget to the Board through the CEO.
  3. Access the current and future information needs/IT structure of the organization and create 1 and 5 year strategic enterprise IT plans to support Fonkoze’s short- and long-term business strategies.
  4. Monitor, manage, and enhance Fonkoze’s technical infrastructure to improve critical business functions and drivers, ensure system alignment with operational procedures, minimize maintenance costs, and maximize uptime and security.  This will involve oversight of:
  • Database administration:  organizational support and training of IT staff in this area
  • Network administration:  internet connectivity, intrusion and risk management
  • Data management:  accounting system functionality, integration of various non-financial client-level data-sets
  1. Plan, analyze, and deploy new technology projects to increase revenue and gross margins, and reduce operating costs.  This includes:
  • Evaluation, planning and overseeing the deployment of a new enterprise wide MIS to track and manage the bank’s operations and multiple products such as loans, deposits, remittances, inter-institutional transfers and foreign exchange.  Ensure that organizational architecture is well documented and is accurately conjured with new system.
  • Usage of business analytics and knowledge management tools for reporting.
  1. Establish and manage operating metrics for IT group.
  2. Manage and develop all IT systems staff responsible for supporting users in all matters relating to the organization’s current computer systems.  Ensure the necessary resources are available to all users to get their tasks done as efficiently as possible.
  3. Manage relationships with IT vendors and ensure consistent ongoing support and software cost management.  Establish the maintenance approach for all hardware and ancillary equipment.
  4. Actively engage with other members of the senior management team to ensure clear, efficient, and constructive communication, healthy interdepartmental cooperation, and informed decision making across the organization.

Qualifications:

  1. Bachelor Degree in Computer Science, MIS, or related discipline required;  Master’s Degree in MIS management or Business Administration preferred
  2. Banking or microfinance IT management experience
  3. Ability to network and create positive, mutually cooperative relationships with internal customers
  4. In depth knowledge of retail banking infrastructure – Experience with Temenos’ eMerge platform and Loan Performer a plus
  5. Familiarity with enterprise application implementation, integration, and management
  6. Proven ability to manage 7x24 operations for banking and transaction processing
  7. Ability to bridge business strategy and operational drivers with IT capacities.
  8. Strong project and people management skills
  9. Energy, determination, and flexibility.  Ability to set aggressive but realistic targets, ability to lead by example, empower staff, actively display and reward goal oriented behaviors
  10. Ability to anticipate problems and proactively take measures to control or minimize them
  11. Innovation and creativity, ability to translate business needs into technical solutions
  12. Experience in developing an IT function from a start up / desktop support mentality to a cohesive, effectively functioning organization that can scale to meet the growing needs of the business
  13. Knowledge of banking regulatory/compliance framework, information systems policies and practices
  14. Prior Enterprise application integration experience
  15. Business process and application integration experience
  16. Strong business acumen with an understanding of the needs of the banking/MFI industry and a customer driven technology function
  17. Ability to contribute strategically as a member of the senior management team
  18. Previous budgetary responsibilities
  19. Excellent analytical, communication and interpersonal skills
  20. Language skills:  Haitian Creole required along with English or French
