Director of Human Resources
Summary: Manage Fonkoze’s Human Resources Department:
1. Ensure the Institute’s philosophy, mission, strategy, objectives, policies, procedures are developed and respected.
2. Place human resources tools at the disposal of branches and offices
3.Create a performance based culture centered around the Institute’s goals that motivates employees to carry out their responsibilities and advance the mission of the Institution.
4.Assist in the organization of departments and strengthening the knowledge of staff. Advise managers on staff structure and human resources procedures.
Daily Tasks:
- Recruitment
- Plan with directors the need to recruit new staff for the organization. Create a recruitment strategy: internal and external advertisments, develop selection committees, etc.
- Organize receipt of all resumes, evaluate candidates, classify candidates according to skills and experience, and design a method to easily identify candidates with the necessary skill set from the existing pool of candidates.
- Work with Directors to determine appropriate selection criterias for the open posiiton. Review testing, interview feedback, and candidate selection. Carry out the all procedures related to recruitment process such as reference checks, etc.
- Compensation
- Determine with Directors starting salaries to ensure wages are aligned to the exisitng salary grid. Review with Directors if a salary does not match the grid.
- Determine the annual payroll calendar and notify employees. Ensure payroll is completed on time and without errors.
- Review competitor salaries and recommend salary adjustments as needed. Stay abreast of salary changes in the market and report changes quickly to Executive Directors.
- Ensure that all government taxes and levies on employees are paid on time to avoid penalties;
- Manage the Institution’s insurance programs : ensure premiums are deducted on payroll, register new employees and remove terminated employees.
- Provide employees the latest information regarding insurance policies. Help employees file insurance claims. Ensure that the insurance carrier is billing correctly.
- Manage the ONA program: give new employee ONA form, verify all required ONC documents are completed correctly. Verify wages when for ONA. Reports ONA contributions to accounting for payment.
- Examine competitors’ activities in the areas of employee relations and make recommendations to the directors of the instituation that keep Fonkoze competitive in the marketplace.
- Make a calendar for annual employee leave, ensure employees take advantage of their leave time, but business critical activities are covered. Create an electronic file to track employee leave.
- Register sick leave and other absences of employees, determine if the leave should be leave with pay or without pay. Ensure payroll accurately reflects absenses.
- Manage the retirement savings program, ensure that the program is competitive with other institutions. Ensure that employees are able to access their funds.
- Manage loan program for employees: provide information about programs and services, ensure that all procedures are followed, make necessary payroll adjustments.
- Determine with the Institutuion’s Leadership benefits that can be offered to employees and oversee the implementation and management of such programs.
- Evaluation
- Manage employee evaluation program; coordination with directors for review of the evaluation process, ensure that assessments are accurate, evaluate the effectiveness of the process.
- Prepare an annual report on evaluation results to highlight the strengths and weaknesses of employees.
- Continously evaluate the evaluation process to determine if it answers the needs of the institution and make changes as needed.
- D. Organization Department
Ensure the department’s responsibilities are shared between employees, employees are properly trained, are productive, and uphold confidentiality.
- Prepare an employee handbook. Organize new employee orientations. Ensure all employees are aware of Institution policies and procedures.
- Prepare all Human Resources forms and documents and make readily available for managers and employees to access.
- Prepare a Human Resouces procedures manual. Train managers on Human Resources porcedures.
- Prepare an annual department budget.
- Prepare reports on the evolution of human resources: recruitment, turnover (terminations, resignations), attendance, compensation, overtime, and other reports as necessary.
- E. Other tasks
- Advise Managers on how to best utilize human resources. Update Instititution’s Leadership on employee moral.
- Listen to employee and advise them on how to resolve issues they are having in the workplace. When necessary, communicate employee issues to the Instititution’s Leadership. Investigate complaints and take the necessary follow up messures.
- All other tasks related to human resources at the request of the Instititution’s Leadership.
Qualifications:
Eduction: 4 year college degree.
Work experience: minimum 5 years experience in human resources with at least 3 years experience at a director level.
